Minister Piccini’s announcement

Performers may soon benefit from new legal protections when it comes to how payments and commissions are handled by talent agents in Ontario. Announced at a press conference by Labour, Immigration, Training and Skills Development Minister David Piccini on Tuesday, April 14, 2026, if passed, the Strengthening Talent Agencies Regulation (STAR) Act will establish government oversight of talent agents operating in Ontario.

What’s in the legislation?

The STAR Act will be introduced and debated in the Ontario Legislature in the near future. While full details remain forthcoming, what we do know is that the STAR Act is the product of extensive consultation with key stakeholders. ACTRA Toronto, a participant from the beginning, made specific recommendations and advised consultation participants to consider the following:

  • The need for professional and enforceable standards for talent agents
  • A limit on agent fees
  • A requirement that agents keep performer money in a trust account separate from day-to-day operating accounts
  • The need for agents to pay performers within a specific timeframe

Laws that center performers’ rights and provide clear, enforceable standards are the way forward.
