Toronto, ON (May 22, 2026) The Canadian Radio-Television and Telecommunications Commission’s (CRTC) recent decisions to implement the modernized Broadcasting Act is an important acknowledgement of something ACTRA Toronto has long argued: if global streaming platforms profit from Canadian audiences, they must also invest in Canadian culture, Canadian workers, and Canadian stories.

“Decisions to strengthen support for Indigenous and Canadian content and to improve discoverability are a step in the right direction. For ACTRA Toronto performers, this has the potential to generate new opportunities, strengthen domestic production, and help ensure Canadian audiences continue to see themselves reflected on screen,” said ACTRA Toronto President Kate Ziegler. “However, funding formulas are not the only determinant factor.”

“The true test of success is whether these policies will translate into meaningful employment for Canadian performers and the broader creative community,” said Ziegler.

ACTRA Toronto will be relentless in our pursuit of measurable and improved cultural and economic benefit for our members and on behalf of the entire Canadian creative sector.

“Canadian content commitments must result in real Canadian productions and real Canadian casting opportunities for ACTRA members. Anything less is a policy failure,” said ACTRA Toronto Executive Director Rob Halpin.

“ACTRA Toronto will continue to advocate for a system that solidifies Canadian performer participation, supports sustainable domestic production, and ensures Canadian programming is truly visible to audiences,” added Halpin.  

Discoverability is a labour issue. It directly impacts whether Canadian productions are watched, renewed, and receive future financing.

This is about the future of the Canadian industry at large. Canada cannot rely exclusively on foreign service production. We need healthy and vibrant domestic productions that employ and develop Canadian talent, and that tell Canadian stories from Canadian perspectives.

The CRTC has established an important foundation. Now, we must ensure the framework delivers sustainable opportunity and results for Canadian creators, performers, and audiences.
